This CL splits the iOS sdk into separate static libraries for video,
audio, ui, common, and peerconnection-related code. This will in the
future make it easier to compile WebRTC without unneeded components.

4da058c0dd Create an Obj-C wrapper of the RtpReceiverObserverInterface. 
Create the RTCRtpReceiverDelegate which is a wrapper over
webrtc::RtpReceiverObserverInterface.
The callback will be called whenever the first rtp packet is received.

db0cd9e774 Adding getParameters/setParameters APIs to RtpReceiver. 
This is similar to how a "receive" method is used to apply
RtpParameters to an RtpReceiver in ORTC. Currently, SetParameters
doesn't allow changing the parameters, so the main use of the API is
to retrieve the set of configured codecs. But other uses will likely
be made possible in the future.
