b1c1de17d4 Use the SDP ContentInfo helpers to avoid downcasting
This changes all internal code to use the media_description() helper
for ContentInfo along with the as_audio, as_video, and as_data casting
methods introduced in a previous CL. Reduces the total number of
pointer static_casts in pc/ from 351 to 122.

5adfafdbf6 Make ContentInfo/ContentDescription slightly more ergonomic
This makes the following changes:
- Replaces ContentDescription with its only subclass,
    MediaContentDescription
- Adds helpers to cast a MediaContentDescription to its
    audio, video, and data subclasses.
- Changes ContentInfo.type to a new enum, MediaProtocolType.

6f36747fb1 Use local codec parameters in the answer.
Previously when creating an answer, we used the codecs from the remote list
to get correctly mapped codec id, but the side effect is that we also used
the remote codec parameters which is wrong.

With this change, we use the local codecs with local parameters and the
|NegotiateCodecs| method will take care of the codec id mapping.

7aee3d538c Fix ortc_api circular deps.
This will help keep ortc dependencies clean in the future, since
gn --check forces us to depend on components from which we include
headers.

cryptoparams.h moves into api/, but ortc appears to think it
should be there anyway. We could consider moving it into the ortc/ api,
but it doesn't appear to be specific to ortc.

80cfb527c6 RTC_CHECK'ing content type before static_casting descriptions.
This will cause the application to be aborted before it encounters
something worse like a heap overflow, in case any bug in this code
exists or is introduced in the future.

1c34974d6f Fixing invalid calls to FindMatchingCodec.
The first argument of FindMatchingCodec is supposed to be the list that
contains the codec to be found, specifically to handle RTX codecs that
point to other codecs. But this wasn't being done everywhere, and wasn't
noticed because *most of the time* it just results in adding the RTX
codec in a different location, which isn't an issue.

But, it's still not standards-compliant. And it sometimes is an issue
when talking to older endpoints.

Adding a regression test, and DCHECK in FindMatchingCodec to ensure this
doesn't happen by accident again.

7120742701 Adding NOLINT for typedefs.h and common_types.h
Now that we have moved WebRTC from src/webrtc to src/, common_types.h
and typedefs.h are triggering a cpplint error.

The cpplint complaint is:
Include the directory when naming .h files  [build/include] [4]

This CL disables the error but we have to remove these two headers
from the root directory.

92ea95e34a Fixing WebRTC after moving from src/webrtc to src/
In https://webrtc-review.googlesource.com/c/src/+/1560 we moved WebRTC
from src/webrtc to src/ (in order to preserve an healthy git history).
This CL takes care of fixing header guards, #include paths, etc...
