Also updating the tests so they pass. The previous target was not part
of the targets that runs on the try bots, so they started breaking
during a recent refactor. By adding it to the common target we'll avoid
regression like this in the future.

This function is used to post messages onto rtc::Threads. The thread
invokes the functor without blocking the calling thread. Messages posted
in this way are executed in the order that they were posted. This is
meant to work as the equivalent of "thread->PostTask()" in Chromium.
Note: AsyncInvoker currently does something similar but it is more
cumbersome to use (somebody has to create it and own it and make sure
not to destroy it while tasks are pending or else they're cancelled). It
also comes with a fundamental flaw: You cannot destroy the AsyncInvoker
from within the functor (this results in a neverending Wait). This makes
the AsyncInvoker not suitable for implementing "destructor traits"
amongst other things.
This CL will allow us to easily add "PostTask()" to rtc::Thread or add
support for DestructorTraits, which is especially useful when you have a
reference counted object that is referenced from multiple threads but
owns resources that has to be destroyed on a particular thread.
Blocking invokes are forbidden in Chromium but WebRTC performs them
frequently. Being able to perform the equivalent of PostTask() is a
good thing.

This CL adds a single class to manage the use case of having a task
that repeats itself by a fixed or variable interval. It replaces the
repeating task previously locally defined for rtp transport controller
send as well as the cancelable periodic task. Furthermore, it is
introduced where one off repeating tasks were created before.
It provides the currently used functionality of the cancelable periodic
task, but not some of the unused features, such as allowing cancellation
of tasks before they are started and cancellation of a task after the
owning task queue has been destroyed.

This CL decouples //rtc_base:rtc_base_tests_utils from gunit by
moving gunit helpers (rtc_base/gunit.h) and rtc_base/testclient.h
(which depends on gunit helpers) to their own build target.
It also removes some unused dependencies in the WebRTC build graph.

RTC_ENABLE_VP9 is more natural to deal with then RTC_DISABLE_VP9.
In all the places this macro is used, WebRTC needs to do more things
so it is easier to "do more if RTC_ENABLE_VP9 is defined" than
"do more if RTC_DISABLE_VP9 is not defined".

With the expanding use cases for webrtc::CryptoOptions it makes more sense for
it to be be available per peer connection instead of only as a factory option.
To support backwards compatability for now this code will support the factory
method of setting crypto options by default. However it will completely
overwrite these settings if an RTCConfiguration.crypto_options is provided.

In order to implement a WebRTC component in Chromium, WebRTC needs to
export some symbols.
If RTC_EXPORT relies on COMPONENT_BUILD to mark symbols as exported
or imported, it will not be possible to incrementally add RTC_EXPORT
because the Chromium build will break (two Chromium components that
export a symbol or no component that exports it).
By using `rtc_enable_symbol_export` (which makes GN define
WEBRTC_ENABLE_SYMBOL_EXPORT), WebRTC will be able to incrementally mark
symbols with RTC_EXPORT and flip the value of `rtc_enable_symbol_export`
in the Chromium build when everything will be ready.

- Move rtc_json into rtc_base/strings/, a non-API directory more fitting to
its purpose.

This CL removes some deprecated build targets (and their headers)
from system_wrappers:
- field_trial_api
- field_trial_default
- metrics_api
- metrics_default
It also refreshes all the dependencies on field_trial.h and metrics.h.
A nice side effect is that it is finally possible to remove 'nogncheck'
from the following files (when it was used with field_trial_default
and metrics_default):
- sdk/objc/api/peerconnection/RTCMetricsSampleInfo+Private.h
- sdk/android/src/jni/pc/peerconnectionfactory.cc
- sdk/objc/api/peerconnection/RTCFieldTrials.mm

In order to avoid problems on case insensitive file systems this CL
moves rtc_export.h to rtc_base/system (avoiding problems with build/).

This CL enables -Wexit-time-destructors and -Wglobal-constructors on
rtc_static_library and rtc_source_set build targets.
It also adds the possibility to suppress these warnings because
they trigger in a few places.
The long term goal is to avoid regressions on this and remove all the
suppressions.

This CL separates the files under sdk/objc into logical directories, replacing
the previous file layout under Framework/.
A long term goal is to have some system set up to generate the files under
sdk/objc/api (the PeerConnection API wrappers) from the C++ code. In the shorter
term the goal is to abstract out shared concepts from these classes in order to
make them as uniform as possible.
The separation into base/, components/, and helpers/ are to differentiate between
the base layer's common protocols, various utilities and the actual platform
specific components.
The old directory layout that resembled a framework's internal layout is not
necessary, since it is generated by the framework target when building it.

Switch from using FakeNetworkPipe::SetConfig on holding direct reference
on instances of NetworkSimulationInterface if you are required to
reconfigure it in the runtime.
Also add fake_network_unittests to built test targets.

Instead of defining a pre-processor macro when someone wants to
include built-in ssl roots certs, this CL switches the default and
assumes everyone prefer to include built-in ssl roots certs.
If built-in ssl roots certs are not needed because they are injected
in the PeerConnection it will be possible to define a pre-processor
macro (WEBRTC_EXCLUDE_BUILT_IN_SSL_ROOT_CERTS) to remove them.
In a GN build it is possible to tell GN to define the macro by setting
rtc_builtin_ssl_root_certificates to false in "gn args".
