Åsa Persson	af721b72cc	Remove sent framerate and bitrate calculations from MediaOptimization. ... Add RateTracker for sent framerate and bitrate in SendStatisticsProxy. Store sent frame info in map to solve potential issue where sent framerate statistics could be incorrect.
