6dbbd89f18 Fix BitrateProber to match the requested bitrate more precisely
Previously BirateProber was calculating delay between probes based on
the size of the previous probe. Because of that the actual sent bitrate
can deviate greatly from the target value. With this change it uses
total number of bytes in the cluster to estimate delay before each
probe.

0f0763d86d Make the new jitter buffer the default jitter buffer.
This CL contains only the changes necessary to make the switch to the new jitter
buffer, clean up will be done in follow up CLs.

In this CL:
 - Removed the WebRTC-NewVideoJitterBuffer experiment and made the
   new video jitter buffer the default one.
 - Moved WebRTC.Video.KeyFramesReceivedInPermille and
   WebRTC.Video.JitterBufferDelayInMs to the ReceiveStatisticsProxy.

fa5a368b3c Let FlexfecReceiveStreamImpl send RTCP RRs.
This CL adds an RTP module to FlexfecReceiveStreamImpl, and wires it up
to send RTCP RRs. It further makes some methods take const refs instead
of values, to make it more clear where packet copies are made. This
change reduces the number of copies by one, for the case when media
packets are added to the FlexFEC receiver.

The end-to-end test is modified to check for RTCP RRs being sent.
Part of this modification involves some indentation changes, and the
diff thus looks bigger than it logically is.

57c2fff361 Periodically update channel parameters and send TargetBitrate message.
Currently, parameters are periodically updated, but the TargetBitrate
message is only sent if a new bitrate is set. It should be sent
periodically to indicate the signaled bitrate is valid and to prevent
stale values due to loss of RTCP packets.

6deecb2a2f Refactor TransportFeedback ensuring it's consistency:
Removed const_cast while creating rtcp packet.
This way manually created packet is as good as parsed packet and can be used in tests directly.

To archive this, changed the way class stores deltas and their sizes:
encoded chunks are stored directly for all but last chunk simplifying rtcp packet creation.
deltas stored together with sequence_number that would allow to simplify reading them from the parsed packet.

Fixed test for maximum received packets.

71b1c1fc1d Rename fec_tables_xor.h -> fec_rate_table.h
This is a slightly more descriptive name, since we only have one type
of erasure code (XOR), and we only have one table.

ede5da4960 Replace ASSERT by RTC_DCHECK in all non-test code.
Bulk of the changes were produced using

  git grep -l ' ASSERT(' | grep -v test | grep -v 'common\.h' |\
    xargs -n1 sed -i 's/ ASSERT(/ RTC_DCHECK(/'

followed by additional includes of base/checks.h in affected files,
and git cl format.

Also had to do some tweaks to #if !defined(NDEBUG) logic in the
taskrunner code (webrtc/base/task.cc, webrtc/base/taskparent.cc,
webrtc/base/taskparent.h, webrtc/base/taskrunner.cc), replaced to
consistently use RTC_DCHECK_IS_ON, and some of the checks needed
additional #if protection.

Test code was excluded, because it should probably use RTC_CHECK
rather than RTC_DCHECK.

e8084706c3 Removes FATAL() from MicrophoneVolumeIsAvailable() on Android.

10418acb97 Remove backwards compatibilty path for OpenH264 v1.4
Deps have rolled to 1.6, and since no one noticed that the old code path
was broken and wouldn't even compile, I assume no one is using it.
I therefore deem it time to clean away all these nasty ifdefs.

("const kNalHeaderSizeAllocation = 50;" doesn't declare a type)

ea142f8de3 Don't detect a new frame if a previous packet is used in a previous frame.
In this CL:
 - Removed unused variable |last_seq_num_|.
 - Fixed bug where a new incomplete frame was detected as a complete frame.
 - Added fuzzer to video_coding::PacketBuffer.

284542b882 Make OverheadObserver::OnOverheadChanged count RTP headers only
This lets the RTP code be unaware of lower layers, and the
SetTransportOverhead method is deleted from RTPSender and RtpRtcp.

Instead, that method is added to CongestionController and
TransportFeedbackAdapter, where it is more appropriate.

4843dd13aa Fix for left-shift of potentially negative values in NetEq.
Left shifting negative integers is undefined behavior, and should be prevented. This CL fixes one such instance in the NetEq Expand function.

075c6d7f7e Temporarily remove SSRC DCHECK in RTPSender::SendToNetwork.
Removing the DCHECK due to (sometimes) failing voe_auto_test.
Long-term, this DCHECK should be readded. Before that can happen,
the SSRC in the RTPSender should be made immutable.

TESTED=No failures when running third_party/gtest-parallel/gtest-parallel --repeat=5000 --gtest_filter="VolumeTest.ManualInputMutingMutesMicrophone" out/Debug/voe_auto_test.

Reason for revert:
Skipping the build of the target "//webrtc/modules/audio_device:audio_device_java" when building webrtc with chromium.

This was causing a failure because in that case it is not possible to refer to the script used by the template "android_shared_srcjar" with an absolute path (which seems to be necessary since the script attribute of action is relative to the invocation target and not to the template declaration).

I am trying to reproduce the issue on my local machine and I will try to re-land the CL later.

10a76592a7 Fixing package-boundary violation with srjar_deps
Without the usage of the srcjar_deps attribute we were not able to
include .java files from other packages without violating the package
boundary contraint.

As an example, in this CL the target "libjingle_peerconnection_java" was
directly including .java files from another packages in its "java_files"
attribute.

Using srcjar_deps we are able to declare the dependency of the target
avoiding to create hidden dependencies in the codebase.

This is not fixing the webrtc:6356 bug directly but it is a first step to
include ThreadUtils classes in libjingle_peerconnection_client_java.jar
again.

It seems also to be related to the chromium:648244 bug. This can be solved
if we can find a way to perform srcjar generation in the android_library
target without changing the semantic of the target.

fd58b61068 BitrateProber::CreateProbeCluster now only accept one parameter (bitrate_bps).
Instead of having to specify a bitrate and how many packets to use,
the BitrateProber will now use the bitrate to calculate how many
bytes it will use to probe that bitrate instead.

For now, |kMinProbeDurationMs| is set to 15 ms which means that probing
at 1900 kbps will result in 1900/8*0.015 = 3.5 kB used. Since we can
expect packets to be smaller at the beginning of a stream (500 to 700
bytes) this will result in 7 to 5 packets sent for that bitrate, and
should work very similar to how the current initial probing works.

A minimum of 5 packets are always sent.

d026354410 Reland of Added first layer of the echo canceller 3 functionality.
Reason for reland:
Added disabling of the BlockProcessor DEATH tests due to false alarms on the trybots.
These errors cannot be reproduced locally and they occur only in the DEATH test code,
which means that the memory leaks do not occur under normal conditions.
