I used a command like this to update the paths:
perl -pi -e "s/webrtc\/base/webrtc\/rtc_base/g" `find webrtc/rtc_base -name "*.cc" -o -name "*.h"`

Seem to be a flaky test rather than an issue with this cl. Creating reland, will add code to reduce flakiness to that test.

4b91bd0897 Move frame input (ViECapturer) to webrtc/video/. 
Renames ViECapturer to VideoCaptureInput and initializes several
parameters on construction instead of setters.

Also removes an old deadlock suppression.
