b703db9bce Fix and test CreateVideoStreamDecoder 
create TaskQueue using provided factory instead of through constructor that uses GlobalTaskQueueFactory
Rename interface to avoid collision with class in video/video_stream_decoder.h
Add simple unittest to avoid future breakages.

2fee4d61ba VideoStreamDecoder skeleton. 
Initial commit for the public VideoStreamDecoder. To get some initial feedback
about structuring within WebRTC this CL only contains the skeleton of the class.
