This CL is to allow to set Opus target application at the creation of an encoder.

According to Opus spec, there are three applications:

OPUS_APPLICATION_VOIP
OPUS_APPLICATION_AUDIO
OPUS_APPLICATION_RESTRICTED_LOWDELAY
