Unittests are also moved. In order to avoid a circular dependency, VideoStreamEncoder::kDefaultLastFrameInfo[Width/Height] is moved and renamed to kDefaultInputPixels[Width/Height] in video/adaptation/resource_adaptation_processor.[h/cc].
