Jonas Olsson f01d8c8d92 Add android bindings for PeerConnectionState.

This change makes it possible for android apps to use the new standards-compliant PeerConnectionState.

This directory contains an example unit test for Android AppRTCMobile.

Example of building & using the app:

- Build Android AppRTCMobile and AppRTCMobile unit test:
cd <path/to/webrtc>/src
ninja -C out/Debug AppRTCMobile_test_apk

- Install AppRTCMobile and AppRTCMobileTest:
adb install -r out/Debug/apks/AppRTCMobile.apk
adb install -r out/Debug/apks/AppRTCMobileTest.apk

- Run unit tests:
adb shell am instrument -w org.appspot.apprtc.test/android.test.InstrumentationTestRunner
