ehmaldonado 4016a0b2e8 GN: Move variables from //build_overrides/webrtc.gni to //webrtc/build/webrtc.gni 
There is no clear reason to have them in build_overrides, and
webrtc/build seems to be a better place.

Also, delete build_overrides/webrtc.gni
