brandtr 49ce67c992 Do not encode frames in MultithreadedFakeH264Encoder after Release().

Other minor changes:
- Define locks after stuff it is protecting
- Use explicit default dtors
- Replace unnecessary lock in DelayedEncoder with SequencedTaskChecker
