henrik.lundin@webrtc.org 9103953b58 Fix neteq_rtpplay so that empty SSRC is valid ...

In r7380, the command line flag --ssrc was added to neteq_rtpplay.
However, it was not possible to omit that flag, since the validation
did not accept an empty string. This CL fixes that.
