- Rename avg_max_bitrate_kbps to link_capacity_estimate_kbps and change the type to optional. - Remove the RateControlRegion enum. The old code seems to have the invariant that the region is kRcMaxUnknown iff avg_max_bitrate_kbps is uninitialized. - Change floats to double.
