Spacing has its own place in the format menu.
Does not appear in a context menu anymore.
Change access command for Format Spacing and
the items in its submenu (and refactor the
submenu pages to <h1>).

When the user clicks the Help button in Tools > Mail Merge Wizard, the help system can't find the Help page because a bookmark is missing.

The "blinking" property was removed from the UI
(see tdf#132373). This patch removes the property
