Currently, sharing a screen or a window on Wayland opens unnecessary
preview dialog on Chromium side, which is then followed by a similar
dialog on xdg-desktop-portal side. The Chromium dialog is useless on
Wayland, as it doesn't show anything. This is because Chromium doesn't
have access to screen content as in case of X11 session. To fix this, we
want to avoid showing the preview dialog in case we find that we run on
Wayland and only pick a screen or a window from the dialog that comes
from xdg-desktop-portal.
This patch splits BaseCapturerPipeWire class, moving portal related code
into XdgPortalBase, which does all the DBus communication and which is
supposed to be reused by BaseCapturerPipeWire when the user confirms
the dialog from xdg-desktop-portal. The XdgPortalBase is extended to
support multiple calls at once, where each call is identified by Id.
Relevant change on Chromium side will be in a different review.

During muted state NetEq shortcircuits a large part of the internals to

Reason for revert: Some downstream projects have issues building this
change due to the inclusion of the <windows.graphics.capture.h> header
which is newly available in the Win 10 SDK v10.0.19041.
To get around this issue for now, this change adds an off-by-default
build flag for these files. However, in the future we will want to
toggle this flag on, and the downstream projects will either need to
update their SDK versions or toggle this flag in their WebRTC clone.

Before this change the allocated buffer and encoder complexity was set
based on the highest resolution configured regardless if that spatial
layer was active or not.
This should reduce memory pressure and improve visual quality when only
a low resolution is requested. In test, increasing the encoder
complexity has paradoxically also resulted in increased decoder speed.

After trying to enable AVX2, we increased the amount of error
we tolerate (kFloatNear) and this CL introduced a regression which
makes the test fail after we reverted the enabling of AVX2 (restoring

- SignalWithLevels -> AdaptiveDigitalGainApplier::FrameInfo
- Frame view removed from AdaptiveDigitalGainApplier::FrameInfo

avoid unnecessary copies
- AdaptiveAgc::Process: `last_audio_level` renamed to `limiter_envelope`
to better reflect what that actually is

This is the last CL needed to add a new `AdaptiveModeLevelEstimator`
feature that makes AGC2 more robus to VAD mistakes: the level estimator
discards estimation updates when too few consecutive speech frames are
observed.
This CL adds a second state property to hold temporary updates and a
counter for consecutive speech frames. When enough speech frames are
observed, the reliable state is updated; otherwise, the temporary state
is discarded.
The default for `AdaptiveModeLevelEstimator::min_consecutive_speech_frames_`
is 1, which means that the new feature is disabled.
Tested:
- Bit-exactness verified with audioproc_f
- Not bit-exact if `min_consecutive_speech_frames_` set to 10

This macro introduces the possibility to suggest the compiler that a
data member doesn't need an address different from other non static
data members.
The usage of a macro is to maintain portability since at the moment
the attribute [[no_unique_address]] is only supported by clang
with at least -std=c++11 but it should be supported by all the
compilers starting from C++20.

This change lets the fuzzer modify the first few bytes of the RTP
payload. One of the benefits is that it can cover the RED header
splitter functionality.
The CL also fixes an issue found while running the fuzzer locally.
