4e8a797e14 Guard pipewire configs with rtc_use_pipewire.
[1] has introduced two dependencies on
//modules/desktop_capture:pipewire_config
even when rtc_use_pipewire=false, this CL changes the guard in order to
make sure GN doesn't raise errors when is_linux=true and
rtc_use_pipewire=false.

9b87037073 Improve screen sharing with PipeWire on Wayland
Currently, sharing a screen or a window on Wayland opens unnecessary
preview dialog on Chromium side, which is then followed by a similar
dialog on xdg-desktop-portal side. The Chromium dialog is useless on
Wayland, as it doesn't show anything. This is because Chromium doesn't
have access to screen content as in case of X11 session. To fix this, we
want to avoid showing the preview dialog in case we find that we run on
Wayland and only pick a screen or a window from the dialog that comes
from xdg-desktop-portal.

This patch splits BaseCapturerPipeWire class, moving portal related code
into XdgPortalBase, which does all the DBus communication and which is
supposed to be reused by BaseCapturerPipeWire when the user confirms
the dialog from xdg-desktop-portal. The XdgPortalBase is extended to
support multiple calls at once, where each call is identified by Id.

Relevant change on Chromium side will be in a different review.

43546869d6 Notify NetEqController during muted state.
During muted state NetEq shortcircuits a large part of the internals to
quickly return a buffer filled with zeros. It can be beneficial for the
controller to be aware that it is in muted state.

fa2927970e AEC3: Re-add delay headroom when precise alignment is needed

6556ed2402 Add experimental extension RtpVideoLayersAllocation
The extension is suggested to be used for signaling per target bitrate, resolution
and frame rate to a SFU to allow a SFU to know what video layers a client is currently targeting.
It is hoped to replace the current Target bitrate RTCP XR message currently used only for screen share.

389bf0feb8 AEC3: Move option for reverb model in nonlinaer mode into AEC3 config
This adds a config parameter for reverb modelling in nonlinear mode.
The killswitch is preserved, and will have the same effect before and after this CL.

Tested: Bitexact on a large number of aecdumps both with and without WebRTC-Aec3NonlinearModeReverbKillSwitch.

e3c436b16a Adds field trial to set per-layer speed for libvpx vp9.
The trial name WebRTC-VP9-PerLayerSpeed is used to
a) set encoding speed per spatial layer, based on resolution
b) allow explicitly overriding speed per layer, for testing

Additionally, this CL updates the vp9 wrapper in preparation for
injectable trials.

25b0dee820 Reland "Begin implementing WGC CaptureFrame"
This reverts commit 61709a3233174618d5ab46e1ee5847e4b150c7ef.

Reason for revert: Some downstream projects have issues building this
change due to the inclusion of the <windows.graphics.capture.h> header
which is newly available in the Win 10 SDK v10.0.19041.

To get around this issue for now, this change adds an off-by-default
build flag for these files. However, in the future we will want to
toggle this flag on, and the downstream projects will either need to
update their SDK versions or toggle this flag in their WebRTC clone.

b3d539ef25 Sets VP9 buffer size and speed based on highest active spatial layer.
Before this change the allocated buffer and encoder complexity was set
based on the highest resolution configured regardless if that spatial
layer was active or not.

This should reduce memory pressure and improve visual quality when only
a low resolution is requested. In test, increasing the encoder
complexity has paradoxically also resulted in increased decoder speed.

59f1d1e36d AGC2 adaptive digital controller config: new params
This CL adds and wires up the following parameters:
- VAD probability attack used in `VadLevelAnalyzer`
- Adjacent spech frames threshold used in `AdaptiveModeLevelEstimator`
- Initial saturation margin used in `AdaptiveModeLevelEstimator`

The deprecated ctor in `AdaptiveModeLevelEstimator` is removed.

87b86acde9 AGC2: gain increase allowed once enough adjacent speech frames observed
Make the digital adaptive gain applier more robust to VAD false
positives. Achieved by allowing a gain increase only if enough adjacent
speech frames are observed.

aa3d3b4793 Revert "Reduce the amount of howling reduction in AEC3"

Reason for revert: Breaks ApmTest.Process.

After trying to enable AVX2, we increased the amount of error
we tolerate (kFloatNear) and this CL introduced a regression which
makes the test fail after we reverted the enabling of AVX2 (restoring
the old tolerance).

With this CL:

d5e6f413ab AGC2 AdaptiveDigitalGainApplier and AdaptiveAgc code improvements
This CL was written in preparation for the next CL in the chain and

- SignalWithLevels -> AdaptiveDigitalGainApplier::FrameInfo

8845f7e32b AGC2 AdaptiveModeLevelEstimator min consecutive speech frames (3/3)
This is the last CL needed to add a new `AdaptiveModeLevelEstimator`
feature that makes AGC2 more robus to VAD mistakes: the level estimator
discards estimation updates when too few consecutive speech frames are
observed.

This CL adds a second state property to hold temporary updates and a
counter for consecutive speech frames. When enough speech frames are
observed, the reliable state is updated; otherwise, the temporary state
is discarded.

The default for `AdaptiveModeLevelEstimator::min_consecutive_speech_frames_`
is 1, which means that the new feature is disabled.

Tested:
- Bit-exactness verified with audioproc_f
- Not bit-exact if `min_consecutive_speech_frames_` set to 10

f5e261aaf6 Introduce RTC_NO_UNIQUE_ADDRESS.
This macro introduces the possibility to suggest the compiler that a
data member doesn't need an address different from other non static
data members.

The usage of a macro is to maintain portability since at the moment
the attribute [[no_unique_address]] is only supported by clang
with at least -std=c++11 but it should be supported by all the
compilers starting from C++20.

df2a4654a0 Improve neteq_rtp_fuzzer
This change lets the fuzzer modify the first few bytes of the RTP
payload. One of the benefits is that it can cover the RED header
splitter functionality.

307fab9e02 AGC2 AdaptiveModeLevelEstimator: cache last level estimate
`AdaptiveModeLevelEstimator::last_level_dbfs_` doesn't need to be optional.

Note: this CL breaks the chain of 3 CLs titled
"AGC2 AdaptiveModeLevelEstimator min consecutive speech frames".
