a8ba195db5 Replace test::FrameGenerator::ChromaGenerator with new FrameGenerator::SquareGenerator The problem with the ChromaGenerator is that the VP8 encoder produce a too low bitrate for each frame. The squaregenerator make the VP8 encoder produce about 600kbit/s at VGA.
SquareGenerator is a FrameGenerator that draws 10 randomly sized and colored
squares. Between each new generated frame, the squares are moved slightly
towards the lower right corner.

57c2fff361 Periodically update channel parameters and send TargetBitrate message.
Currently, parameters are periodically updated, but the TargetBitrate
message is only sent if a new bitrate is set. It should be sent
periodically to indicate the signaled bitrate is valid and to prevent
stale values due to loss of RTCP packets.

af916899cc Move VideoFrame and related declarations to webrtc/api/video.
Moves webrtc/common_video/rotation.h and parts of
webrtc/common_video/include/video_frame_buffer.h and
webrtc/video_frame.h, and adds to a new GN target api:video_frame_api.

40217c3718 Initial rate allocation should not use fps = 0
A recent cl (https://codereview.webrtc.org/2510583002) introduced an
issue where the initial rate allocation (call to VideoBitrateAllocator
and any associated temporal layers) uses framerate = 0 fps. This may
cause issues, including having the rate control in ScreenshareLayers
ramp up too slowly.

This CL make the initial call use VideoCodec.maxFramerate as framerate.
Also expanded unit tests.

08127a9449 Reland #2 of Issue 2434073003: Extract bitrate allocation ...
This is yet another reland of https://codereview.webrtc.org/2434073003/
including two fixes:

1. SimulcastRateAllocator did not handle the screenshare settings properly for numSimulcastStreams = 1. Additional test case was added for that.
2. In VideoSender, when rate allocation is updated after setting a new VideoCodec config, only update the state of the EncoderParameters, but don't actually run SetRateAllocation on the encoder itself. This caused some problems upstreams.

Please review only the changes after patch set 1.

Extract bitrate allocation of spatial/temporal layers out of codec impl.

This CL makes a number of intervowen changes:

* Add BitrateAllocation struct, that contains a codec independent view
  of how the target bitrate is distributed over spatial and temporal
  layers.

* Adds the BitrateAllocator interface, which takes a bitrate and frame
  rate and produces a BitrateAllocation.

* A default (non layered) implementation is added, and
  SimulcastRateAllocator is extended to fully handle VP8 allocation.
  This includes capturing TemporalLayer instances created by the
  encoder.

* ViEEncoder now owns both the bitrate allocator and the temporal layer
  factories for VP8. This allows allocation to happen fully outside of
  the encoder implementation.

This refactoring will make it possible for ViEEncoder to signal the
full picture of target bitrates to the RTCP module.

257dc39841 Refactoring: Hide VideoCodec.codecSpecific as "private"
This refactoring allows runtime checks that functions that access
codec specific information are using the correct union member.
The API also allows replacing the union with another implementation
without changes at calling sites.

f5b2e519b4 Fix stats for encoder target bitrate when target rate is zero.
When the target bitrate is zero, currently  VideoSendStream.Stats.target_media_bitrate_bps show the last set rate before the target was set to zero.

Remove ViEEncoder::SetNetworkStatus.

Original cl description:
This cl removed ViEEncoder::SetNetworkStatus. Instead the PacedSender will report that frames can not be sent when the network is down and the BitrateController will report an estimated available bandwidth of 0 bps.

Patchset #1 is a pure reland.
Patchset #2 change the bitrate allocator to always return an initial bitrate >0 regardless of the estimates. The observer will be notified though if the network is down.

600246e63f Removed SSRC knowledge from ViEEncoder.
SSRC knowledge is contained withing VideoSendStream. That also means that debug recording is moved to VideoSendStream.
I think that make sence since that allows debug recording with external encoder implementations one day.

d4badbcb6d Fix SetRates for encoders with internal sources.
An earlier change moved SetRates to happen on every input frame, but
encoders with internal sources don't receive input frames, so they
weren't getting updated bitrate (and framerate) signals.

fb152707ed Replace const-reference with pointer in SendData.
This argument is never used as a reference and the pointer that's bound
to the const reference may be nullptr. This is undefined behavior and
barks under UBSan.

7b971e728b Remove extra_options from VideoCodec.
Constructing default options is racy when initializing multiple VP8
encoders in parallel. This is only used for VP8 temporal layers. Adding
TemporalLayerFactory to VP8 codec specifics instead of generic options.

Removes the last webrtc::Config uses/includes from video code.

Also removes VideoCodec equality operators which are no longer in use.

233bfd2da4 Move keyframe requests outside encoder mutex.
Enables faster keyframe requests since they are no longer blocked by
calls to the encoder.

e2976c87f7 Remove DISABLED_ON_ macros.
Macro incorrectly displays DISABLED_ON_ANDROID in test names for
parameterized tests under --gtest_list_tests, causing tests to be
disabled on all platforms since they contain the DISABLED_ prefix rather
than their expanded variants.

This expands the macro variants to inline if they're disabled or not,
and removes building some tests under configurations where they should
fail, instead of building them but disabling them by default.

The change also removes gtest_disable.h as an unused include from many
other files.

5908c71128 Lint fix for webrtc/modules/video_coding PART 3!
Trying to submit all changes at once proved impossible since there were
too many changes in too many files. The changes to PRESUBMIT.py

795dbe4e0f Remove RegisterExternal{De,En}coder error codes.
Also adds a RTC_CHECK in VideoReceiveStream that verifies that decoders
aren't null, since this will attempt to deregister a codec which would
previously fail with an obscure stack trace not indicating what actually
was wrong.

2557b86e76 modules/video_coding refactorings
The main purpose was the interface-> include rename, but other files
were also moved, eliminating the "main" dir.

To avoid breaking downstream, the "interface" directories were copied
into a new "video_coding/include" dir. The old headers got pragma
warnings added about deprecation (a very short deprecation since I plan
to remove them as soon downstream is updated).

Other files also moved:
video_coding/main/source -> video_coding
video_coding/main/test -> video_coding/test
