This CL corrects the usage of the estimated echo path gain to not be
hardcoded to 1. In order to retain the tuned behavior, the CL for now
maintains the former behavior in the code.

This extends the API surface so that
custom certificates can be provided by an API user in both the standalone and
factory creation paths for the OpenSSLAdapter. Prior to this change the SSL
roots were hardcoded in a header file and directly included into
openssladapter.cc. This forces the 100 kilobytes of certificates to always be
compiled into the library. This is undesirable in certain linking cases where
these certificates can be shared from another binary that already has an
equivalent set of trusted roots hard coded into the binary.
Support for removing the hard coded SSL roots has also been added through a new
build flag. By default the hard coded SSL roots will be included and will be
used if no other trusted root certificates are provided.
The main goal of this CL is to reduce total binary size requirements of WebRTC
by about 100kb in certain applications where adding these certificates is
redundant.

This CL creates a test fixture for the videoprocessor integration tests
and exposes it as part of the public API. It also rewrites the current
versions of the tests to build on this new paradigm. The motivation for
this is to easily allow projects that build on top of webrtc to add
integration-level tests for their own custom codec implementations in a
way that does not link them too tightly to the internal implementations
of said tests.

This CL contains changes to the echo suppressor that improves the
transparency of AEC3.
- The comfort noise level is used as masker and the masking threshold is
increased.
- Suppression gains are allowed to increase more rapidly.
- Suppression gains decrease slower in the lower frequencies after strong
nearend.

The audio processing code is using parts of the iSAC codec to do voice
activity detection (VAD), but it's undesirable for it to pull in the
entire iSAC codec as a dependency. So this CL factors out the parts of
iSAC that's needed for VAD to a separate build target.

Currently CreatePeerConnection takes 3 parameters. This is going to expand to four with a new change. Every time a new parameter is added, we need to deprecate the old method, switch clients to the new one, update fake/mock classes and tests, and so on, which is a cumbersome process.
To address this, this CL introduces a PeerConnectionDependencies structure to encapsulate all mandatory and optional dependencies (where a dependency is defined as non trivial
executable code that an API user may want to provide to the native API). This allows adding a new injectable dependency by simply adding a new field to the struct, avoiding the hassle described above.
You may think we could use RTCConfiguration for this. But since RTCConfiguration is both passed in and out of the PeerConnection (using GetConfiguration/SetConfiguration), it can't carry unique_ptrs. And we don't want to inject dependencies via raw pointers, since this could lead to lifetime management bugs, where the dependency is deleted before the PeerConnection is done using it.

This deletes the resilienceOn flag in VideoCodecVP8 and VideoCodecVP9.
Instead, the implementations of VP8 and VP9 set resilience mode
internally, based on the configuration of temporal and spatial layers.
The nack_enabled argument to VideoCodecInitializer::SetupCodec becomes
unused with this cl. In a followup, it will be deleted, together with
the corresponding argument to VideoStreamEncoder methods.
An applications which really wants to configure resilience differently
can do that by injecting an EncoderFactory with encoders behaving
as desired.

The purpose of this work is to improve the performance of the echo canceler (AEC3) when the farend signal contains stationary noises:
- An stationarity estimator of the farend signal has been added for detecting the portions of the farend signal that are pure noise.
- When the echo canceler deals with a portion of the signal that contains basically noise, the echo suppressor is able to back-off and avoid the fading of the nearend speech.

Since the webrtc_common build target does not have visibility set, we
cannot easily use BitrateAllocation in other parts of Chromium.
This is currently blocking parts of chromium:794608, and I know of other
usage outside webrtc already, so moving it to api/ should be warranted.
Also, since there's some naming confusion and this class is video
specific rename it VideoBitrateAllocation. This also fits with the
standard interface for producing these: VideoBitrateAllocator.

This CL increases the transparency in AEC3 during regions of low level
echo. What is done is:
-Low-level echoes are smoothly weighted so as to be deemed less
disturbing.
-The time-domain masking effect of the nearend speech is increased for
all frequencies.
-A separate, even more increased, time-domain masking effect is
introduced for lower frequencies.
-The intra-band masking is reduced to reduce the risk of echo leakage.
-The limiting of maximum gain due to filter-bank dynamics is removed
as the usecase for it could no longer be identified.

The TransportController will be replaced by the JsepTransportController
and JsepTransport will be replace be JsepTransport2.
The JsepTransportController will take the entire SessionDescription
and handle the RtcpMux, Sdes and BUNDLE internally.
The ownership model is also changed. The P2P layer transports are not
ref-counted and will be owned by the JsepTransport2.
In ORTC aspect, RtpTransportAdapter is now a wrapper over RtpTransport
or SrtpTransport and it implements the public and internal interface
by calling the transport underneath.

This function is not present in std::optional
The only use of MoveValue doesn't need move since
copying underneath struct is as correct and as fast as moving
