Since iOS 9 32-bit is not actively supported and not shipped in the WebRTC Cocoapod, this CL removes it from CQ in order to roll Abseil fb462224c0..445998d7ac [1]. The roll has problems with `thread_local` because starting fom XCode 9.3 `thread_local` is disallowed for 32-bit iOS simulator builds targeting iOS 9.x.
