Yves Gerey 1291225542 Expose audio codec factories in libwebrtc.
This explicitly exposes the following functions,
without relying on (wrong) transitive dependency.
* CreateBuiltinAudioDecoderFactory()
* CreateBuiltinAudioEncoderFactory()

Manual check:
