BUG=webrtc:5095 TESTED=Modified local header file, ensured only one directory matches it's path (since 'webrtc' is in the list). Also tested that the _VerifyNativeApiHeadersListIsValid works by adding a path that doesn't exist to the list and verified it produces an error.
