This CL updates the file and class naming, based on the naming discussion in https://webrtc-review.googlesource.com/c/src/+/265877. Concretely, that means replacing "delta" with "variation" in the name. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
