WebRTC code has two ways of querying for the NTP time: - rtc::TimeMillis() + NtpOffsetMs() - Clock::CurrentNtpTime `Clock::CurrentNtpTime` is not monotonic and is platform dependent. This CL changes its implementation return `rtc::TimeMillis() + NtpOffsetMs()` More info is available in the attached bug.
