This reverts commit 1f0a84a2ecea59f86adc1af70eed974a3c6d59ac. Reason for revert: Partial Capture API is not needed, according to new info from the Chrome team. Our mission: To enable rich, high-quality RTC applications to be developed for the browser, mobile platforms, and IoT devices, and allow them all to communicate via a common set of protocols.
The WebRTC initiative is a project supported by Google, Mozilla and Opera, amongst others.
