Replace helper functions with the constant Remove option to set min bitrate in RemoteBitrateEstimator as unused: ReceivedSideCongestionController is the only user of the RemoteBitrateEstimator interface, and it always sets the same value right after construction that RemoteBitreateEstimators already use.
