Niels Möller 8eeccbe6a6 Delete Start and Stop methods from TestVideoCapturer.
Preparation for replacing use of TestVideoCapturer as an interface,
instead using VideoSourceInterface.

Methods kept as non-virtual on the subclass FrameGeneratorCapturer,
but it's changed to be started on creation.

Our mission: To enable rich, high-quality RTC applications to be developed for the browser, mobile platforms, and IoT devices, and allow them all to communicate via a common set of protocols.
