Both inbound RTP stats `estimatedPlayoutTimestamp` and `lastPacketReceivedTimestamp` are surfaced to JS land as `DOMHighResTimeStamp` - i.e., time values in milliseconds. This CL fixes `lastPacketReceivedTimestamp` which is incorrectly surfaced as time value in seconds.
