Reason for revert: These changes broke chrome. Need to temporarily keep methods InitToEmptyBuffer, InitToBlack, CreateEmptyFrame with old but ignored arguments for pixel_width and pixel_height. Then update chrome, and delete the old methods in a separate cl.
