Sebastian Jansson 4d461ba298 Reusing MediaStreamAllocationConfig struct in ObserverConfig.
This makes it easier to follow the code and reduces the risk of
accidents in the mapping of fields.

Also renaming the ObserverConfig struct to AllocatableTrack to better
reflect what it represents.
