This patch makes VideoBitrateAllocatorFactory injectable by adding to PeerConnectionDependencies instead of allowing it to be overridden using MediaEngine (on PeerConnectionFactory). With this patch VideoBitrateAllocatorFactory is owned by the PeerConnection.
