Ilya Nikolaevskiy 2181228624 Revert "[VP9] Shift spatial layers on RTP level to always start from 0."
This reverts commit 2e73a3d1e9298da6a010cd638f08f36abeba11e2.

Reason for revert: Fuzzer found some issues.
