Yves Gerey 434dfa797a [Android SDK] Add cmdline-tools cipd package to DEPS.
Similarly to [1], this fixes autoroller breakage [2].
This CL consists of manually adding the package listed
as missing ('No revision specified') when running:
% ./tools_webrtc/autoroller/roll_deps.py
