Reason for revert: Breaks Chrome autoroll 

video/video_stream_decoder_impl.cc:28:7: error: no matching constructor for initialization of 'rtc::TaskQueue'
      bookkeeping_queue_("video_stream_decoder_bookkeeping_queue"),
